Disciplinary Panel

Disciplinary Panel Remit:

1. To, on an ad-hoc basis, rule upon Protests regarding potential competition rules violations during the period when an Event Jury is not established and active, i.e. up until the event jury has been announced and published in the final event Bulletin.
2. To, on an ad-hoc basis, deal with appeals to Event Jury decisions where a procedural error has been identified in the Event Jury’s decision-making, or where it is alleged that the Event Jury has incorrectly applied or interpreted the competition rules.
3. To, during regularly scheduled meetings, catalogue and review complaints and protests lodged at IOF events with the purpose of suggesting updates to competition rules, guidelines and education materials where appropriate. Disciplinary Panel is responsible for updating the Sanction, Jury and Referee guidelines.
4. To, on an ad-hoc basis, manage referrals of a possible violation of the competition rules either filed with the IOF Office or directly with the Panel. A referral must first be considered by the organiser and the Panel can ask the event organiser to investigate the case and report back to the Panel.

Procedure for Disciplinary Panel hearings on event-related suspensions:

1. The Competition Rules provide for the Disciplinary Panel to consider suspension of a competitor or non-competitor from participation in IOF events for a specific period of time in the event of major violations of the rules. This procedure sets down the process to be followed in such cases.
2. This procedure does not apply to alleged doping offences, which are dealt with in accordance with the IOF Anti-Doping Policy. It also does not apply to alleged misconduct not associated with an event; such cases are the responsibility of the Ethics Panel.
3. A case of this nature may be referred to the Disciplinary Panel by an event organiser or an event adviser, either on their own initiative or at the direction of a jury. Such a referral should be made through the IOF Office.
4. Once referred to the Disciplinary Panel, the procedure for managing a case shall be in accordance with the procedure set down in clause 8 of the IOF Code of Ethics (with the Disciplinary Panel substituted for the Ethics Panel in that text).
5. Rights of appeal and review shall follow those set down in clauses 10 and 11 of the IOF Code of Ethics (with the Disciplinary Panel substituted for the Ethics Panel in that text).
